To blow the cobwebs away has two, similar, meanings.
If you blow the cobwebs away you get some fresh air and exercise so that you are refreshed and can think more clearly.
To blow the cobwebs away is also to make big changes to something in order to bring in new ideas.
Examples of use:
1. Let's go for a walk and blow the cobwebs away.
2. 'I can't do my English homework. It's too difficult and I'm tired.'
    'Why don't you go for a walk in the park and blow the cobwebs away? It might help you think more clearly.'
3. The new business owner has lots of innovative ideas and he's really blown the cobwebs way in our company.
